OpenAI and GSA expand ChatGPT to all U.S. governments

OpenAI for Government and the U.S. General Services Administration announced a multi-year agreement on September 10, 2026 that drops the ChatGPT license fee to $0 from $15 per user per month and cuts usage costs 50% for federal, state, local, and tribal governments. The deal runs 27 months from October 1, 2026 through December 31, 2028 and extends eligibility across a public-sector workforce of about 23 million. Every verified government entity will be approved for Daybreak Blue at 50% off commercial pricing.
