D.C. Circuit upholds Pentagon Anthropic supply-chain blacklist

A 2-1 D.C. Circuit panel on Sept. 25 upheld the Defense Department's designation of Anthropic as a Federal Acquisition Supply Chain Security Act risk after the company refused to let Claude be used for lethal autonomous warfare or domestic surveillance. Judge Gregory Katsas wrote the department had ample support that continued Claude integration presented a covered national-security risk; Judge Karen LeCraft Henderson dissented. Anthropic said it disagrees, noted a San Francisco court held a parallel designation unlawful, and is considering further review while the panel delays the mandate.
