US reviews China's offshore access to Nvidia chips

The US Bureau of Industry and Security is scrutinizing legal arrangements that let Chinese AI firms rent overseas computing power built on Nvidia chips instead of only policing physical chip shipments, according to an August 7 Bloomberg report. The review follows a string of Chinese AI breakthroughs, including Moonshot AI's Kimi K3 model trained partly on roughly 20,000 Hopper-generation Nvidia chips accessed through an Alibaba compute agreement, and comes as the Institute for AI Policy and Strategy estimates offshore rentals could be boosting China's effective compute access by 60% or more beyond what direct export controls alone would allow.
